In this sentence we understand that the government is trying to address a crisis and needs stability to do that. This means that an uprising would likely have a negative effect. We are looking for a negative word.

The last two choices, "attest to" and "support," both are positive choices that imply the uprising would help the government's plans; thus we know these are not the correct choices. The first choice, "argue for," does not make sense in the context of the sentence, since the plan requires stability, not disruption.
